Recognition-conferring placements also draw on cross-field evidence recorded in the locked AXYNAO placement matrix. The framework classifies governance architecture, not nationality, political system or institutional reputation.
Interpretive Boundary
Institutional classifications are provisional AXYNAO analytical judgments derived from the cited evidence.
They are not classifications made or endorsed by the institutions or by the cited sources.
Placements reflect an initial evidence review under the AXYNAO framework. Confirmed classifications will follow retrospective backtesting, independent axis coding and institutional evidence review.
Provisional placements may move as evidence requires. Revision is the instrument working, not failing.

Private-law association form, mainly public federal-state financing, Senate-centered governance, institute autonomy and a current public defense of scientific autonomy.
Methodological Status
The AXYNAO Epistemic Sovereignty Quadrant is not a university ranking.
It is not a measure of research volume alone.
It is not a judgment of political virtue.
It does not assume that public funding means capture or that private funding means independence.
The Quadrant examines recognition-conferring power, institutional sovereignty, authority architecture and knowledge custodianship as distinct but connected dimensions.
Sovereignty is categorical. There is no numerical sovereignty score and no arbitrary point between classifications.
The governing principle is:
Pressure changes the trajectory; override changes the classification.
Opacity never improves a classification.
About the Founding Preview
The Q3 2026 Founding Preview is the first public application of the AXYNAO Epistemic Sovereignty Monitor.
The founding cohort was deliberately selected for structural contrast. It is not intended to constitute a representative global sample or a comprehensive assessment of world knowledge institutions.
The purpose of the Founding Preview is to make visible an architecture that conventional rankings do not measure:
Who holds the power to recognize knowledge, whether that power remains sufficiently independent and whether the knowledge beneath it remains accessible, attributable and preserved.
Civilization remains free only while it can return to its sources, inspect the evidence and choose again.
